The PHRF Special Regulations for safety requirements and Compliance Certificate must be reviewed, completed, and signed BEFORE checking off the Equipment Category (4P or 5P) on the PHRF application form. After completing the Compliance Certificate, you must keep it on the boat at all times while sailing under PHRF rules.
